When Communication Breaks Down, Safety Breaks Down (virtual webinar)

Description:
Deaf community members, Interpreters, Deaf interpreters, community members, law‑enforcement personnel, and policy leaders will participate in a structured, three‑hour community forum examining how communication breakdowns impact safety, civil rights, and operational decision‑making during police and school‑based encounters. Through guided discussion, lived‑experience sharing, and cross‑sector dialogue, participants will analyze real‑world patterns of misidentification, communication collapse, and interpreter‑coordination gaps that affect Deaf, Hard of Hearing, DeafBlind, DeafDisabled, and DeafPlus individuals.
Interpreters will explore the implications of communication‑access failures on constitutional compliance, evidentiary integrity, and trauma‑informed practice. The forum includes facilitated discussion, a Slido word‑cloud activity, and two community polls that surface shared priorities and operational needs. By the end of the session, interpreters will have a deeper understanding of the communication‑centered safety issues that shape public‑safety encounters and the professional responsibilities interpreters hold when working in high‑liability environments
Objectives:
Participants will be able to:
Communication Access & Misidentification
- Identify communication collapse indicators in Deaf, Hard of Hearing, DeafBlind, and DeafDisabled individuals during high‑stress encounters.
- Differentiate communication breakdown from behavioral escalation using case‑based examples shared during the forum.
- Analyze misidentification patterns (e.g., signing interpreted as aggression, silence interpreted as defiance) and describe their impact on safety.
Interpreter Roles, Ethics & Operational Boundaries
- Explain the legal and ethical boundaries of interpreters and Deaf interpreters in public‑safety settings.
- Describe the operational differences between educational interpreters and legally qualified interpreters in crisis, detention, questioning, and witness/victim interactions.
- Evaluate interpreter‑integration challenges across dispatch, schools, agencies, and law‑enforcement units.
Constitutional & ADA‑Aligned Practice
- Identify communication‑access obligations under ADA, constitutional requirements, and public‑safety protocols.
- Assess how communication failures affect evidentiary integrity, including interviews, statements, and documentation.
Trauma‑Informed & Safety‑Centered Approaches
- Recognize trauma‑collapse behaviors and explain how they affect communication access.
- Discuss visual stabilization strategies used by officers and interpreters to reduce escalation.
Cross‑Sector Collaboration
- Identify shared priorities across community members, interpreters, Deaf interpreters, law enforcement, and policy leaders.
- Propose communication‑centered solutions that strengthen safety, access, and trust during public‑safety encounters.
